Does black PC LED Batten Light have to be earthed or need a ground wire?

This model is made of full PC plastic, no metal part for the housing, so it’s class II product which does not need earthing, and it is safe to touch the product.

It’s PC plastic housing, but there’s big aluminum board for heat dissipation inside the product, the working temperature is always within limitation. It is safe for long time working.
